Write a function that tests whether a string of brackets is balanced.

The Brackets Problem

<p>Given a <strong><code>ListNode</code></strong> representing the head of a linked list, write a function <strong><code>is_cyclic</code></strong> which returns <strong><code>True</code></strong> if a linked list is cyclic and <strong><code>False</code></strong> if it is not. <p>Over budget on a project is defined when the salaries, prorated to the day, exceed the budget of the project.</p>
