Duties

The successful applicant will provide valuable analytic support for analysis efforts to the Department of Homeland Security (DHS) to protect against acts of terrorism. Typical duties will include:

Support data collection activities by performing analytic and quality
control tasks on large data sets in Excel and other tools.
Build and modify Excel-based tools to generate relative risk scores, implement policy decisions, and produce grant allocations.
Conduct geospatial analysis and feature layer manipulation to create advanced map solutions in ArcGIS Pro and Google Earth Pro.
Support Homeland Security Grant programs by applying risk models used to allocate grant resources to states, urban areas, ports, and transit systems.
Knowledge or experience working with data relating to terrorism and security, economic analysis, military personnel, port facilities, waterborne commerce, mass transit agencies, critical infrastructure/key resources, spatial analysis, and cartography will be considered strengths for this position.

Requirements

Ability to obtain a SECRET clearance is required; prior DHS Suitability a plus
BA/BS and minimum of 3 years of relevant experience
Strong Excel skills (advanced formulas, pivot tables, etc.) and ability to work with and manage large data sets.
Capability in Excel to manage and manipulate data is a requirement for this position.
Experienced in data visualization, extraction, cleansing, and analysis.
Must possess excellent writing skills and be able to clearly convey complex concepts to non-technical audiences.
Must be able to work well under tight deadlines and in a team environment

Preferred Qualifications

Ability to work in Access and Power BI will be considered strengths for this position.
Skills in geospatial data analysis and creating maps will be considered a plus for this position in both ArcGIS and Google Earth.

Job Description
The Logistics Data & Systems Configuration Analyst is responsible for evaluating, developing, and maintaining accurate equipment/systems data utilized by numerous engineering, industrial, and Navy disciplines. This data and service is critical for the Navy to meet naval vessel maintenance, modernization, sustainment, and mission readiness requirements. Daily work is predominantly conducted in the Navy’s Model Based Product Support (MBPS) cloud platform which is the new Program of Record (PoR).  The basic core job functions include, but are not limited to:

Interpret intent of incoming data change requests.

Review drawings, technical manuals, change documentation, and/or other technical information to ensure configuration records are complete and accurate.

Execute changes within MBPS IAW BIW & Navy procedures and/or policies.

Develop planning data to support new equipment or system installation/removal.

Maintain regular communication with assigned Navy 3MC and ensure their logistics concerns are promptly addressed.

Analyze ship equipment/systems configuration and ensure correct hierarchy is assigned.

Actively participate in regularly scheduled internal/external training exercises.

BIW provides extensive in-house MBPS training and mentorship.

All candidates are expected to successfully complete Model Based Product Support (MBPS) training in support of the Navy’s digital transformation initiative.

Required/Preferred Education/Training

High School Diploma or GED required

Graduate BIW Apprentice preferred

Current Secret Security Clearance with the US Government preferred.

Working knowledge of Navy technical documentation and terms highly preferred.

Ability to read, understand, and interpret ship equipment/system drawings preferred.

Strong understanding of Change Management principles highly preferred.

Shipbuilding/shipboard or related experience highly preferred.

Requirements

Completion of an accredited Bachelor’s degree in a related field is required
4+ years’ experience with data modeling methodologies and techniques that includes a deep understanding of conceptual, logical and physical data models, demonstrated experience in providing database development, management and reporting to include proficiency in Oracle Business Intelligence Environments, the ability to support programs/projects that include implementation of enterprise level tools/capabilities, and experience with modern data modeling tools and technologies that assist with the collection, integration, analysis, and presentation of business information through data, experience with information architecture concepts (Master data management, metadata management) and proficiency in data lifecycle and data architecture concepts.
Expert Level with Microsoft Suite – (EXCEL, Access, Word, etc.)
Experience with Tableau and Power BI is preferred.
Good understanding of Agile and SDLC methodologies Knowledge of industry-wide technology trends and leading practices
Experience with SharePoint 2016 and SharePoint online an experience in creating and maintaining SharePoint elements including sites, lists, libraries, calendars, web parts, and others, the creation of workflows to automate the company’s business processes, managing user permissions and migrating large amounts of content from a legacy file management system to SharePoint is preferred
Positive attitude and ability to get along with diverse groups of people
