Position Summary:
Reporting to the Unit Chief of the Perinatal Hepatitis B Prevention Unit, and working with other Epidemiology and Data Informatics professionals, as well as a team of Public Health Advisors, you will be assigned tasks related to disease surveillance, data analysis, and case reporting, within a program that conducts both disease surveillance and case management for hepatitis B infected pregnant and postpartum patients and case management of their infants and other contacts.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:

Develop, evaluate, and conduct surveillance of hepatitis B infection in pregnant and post-partum women. Ensure that all reported cases are received by the PHBP Unit and stored in MAVEN, the electronic surveillance and case management system.

Confirm and submit electronic reports of perinatal hepatitis B infections to the Centers for Disease Control and Prevention.

Monitor quality of data received and update missing data by importing data from electronic laboratory reports, clinical disease reports, the NYC immunization registry, and health record data.

Use SAS statistical software to clean data, perform epidemiological and statistical data analyses for surveillance reports, program evaluation, grant reports, research studies, and data requests from local, state, and federal authorities.

Serve as a system administrator for maintaining and enhancing the Maven system: update database model, develop workflows and reports, backup database components, review and evaluate new features, and communicate new functionality to Unit staff.

Attend related meetings and work collaboratively with staff from other Units and Bureaus.

May supervise one Clerical Associate III.

The Epidemiology Unit in the STI Program of BHHS has an opening for a Data Analyst. This position will be supported by a five-year grant from the Centers for Disease Control and Prevention (CDC), earmarked for conducting enhanced surveillance for STI. The Data Analyst will join a team that is conducting a variety of high priority research and surveillance projects related to the control and prevention of sexually transmitted infections, including HIV and sexually transmitted viral hepatitis. We are seeking a reliable and conscientious team member to join our dedicated and collaborative staff.

Duties Will Include But Not Be Limited To

Develop and implement database queries.
Prepare datasets for epidemiologic and surveillance projects and analyses.
Analyze data and provide data interpretation for STI quality assurance, evaluation, program development, surveillance, and research.
Access and analyze large data sets housed outside the Bureau (e.g., Medicaid data, hospital discharge data).
Contribute to the development of comprehensive proposals, protocols and evaluation plans for select STI or cross-cutting STI-HIV-Hepatitis research, surveillance, and evaluation projects.
Contribute to narrative and data reporting to federal funders and internal leadership, in collaboration with other STI Program analysts.
Contribute to the preparation of reports, presentations, and peer-reviewed publications.

The mission of the Bureau of Tuberculosis Control (BTBC) is to prevent the spread of tuberculosis and to eliminate it as a public health problem in New York City. The goals to achieve this mission are twofold: 1) To identify all individuals with suspected or confirmed TB disease and ensure appropriate treatment; 2) ensure that individuals at high risk for progression from Infection to TB disease are identified and treated for TB infection and non-developed TB disease.

Reporting to the Director of Disease Investigation and Case Management (DICM) the Data Analyst will perform data analysis on case management activities captured in the TB registry to generate reports, identify and track trends, area of concerns, and conduct routine quality assurance reviews.

Duties Will Include But Not Be Limited To

Perform medium to high level data analysis on case data entered in the Electronic Disease Surveillance System (TB registry).
Prepare routine and episodic reports including but not limited to, monthly case management activity statistics, Monthly DOT statistics, quarterly report for NY State, and CDC reports, etc.
Perform medium to high level quality assurance on CM data and identify trends.
Perform DICM evaluation activities and assist with DICM research efforts
Maintain/manage DICM data files, spread sheets and databases.

Preferred Skills

Excellent data management skills, experience cleaning, manipulating and analyzing large data set using statistical software such as SAS, SQL and R.
Strong oral and written communication skills and comfortable in preparing and delivering presentations to medium to large groups.
Strong problem- solving skills.
Ability to manage competing priorities and track progress to adhere to set timelines.
Proficient in using Microsoft Excel, Word, and PowerPoint.

The New York City Department of Health and Mental Hygiene (DOHMH) is expanding home visiting in NYC and streamlining how providers, organizations, and community residents can access quality home-visiting services. The goal is to improve maternal and child health and well-being by matching families' assessed risks to evidence-based (EB) or evidence-generating (EG) home visiting (HV) models that are most appropriate for them based on their needs, and to connect them to other resources as needed. Racial, ethnic, and socioeconomic inequities create disparate outcomes in certain neighborhoods as compared with the rest of the city, and providing services beginning in the prenatal through postpartum period is vital to improving these outcomes. In addition, recent attention to inequities in maternal morbidity and mortality, especially in New York City, points to the need for more respectful maternity care and greater agency for people during childbirth, both of which the program's staff will facilitate, in partnership with NYC doula organizations.

DOHMH's New Family Home Visits (NFHV) is an innovative initiative that will strengthen how we will serve families from pregnancy through the postpartum period. Through the NYC Coordinated Intake and Referral System NYC CI&R) we are streaming the manner in which clinical and community-based providers can connect their families to home visiting services. A subset of families will also be offered labor and delivery support by a certified doula. NFHV incorporates a strong mental-health and chronic-disease focus, including screening for diabetes, hypertension, maternal depression, and anxiety, along with referrals to needed services. The citywide program will continue to serve families residing in DHS shelters as well as families residing in the Taskforce on Racial Inclusion and Equity (TRIE) neighborhoods and residents of NYCHA. These are neighborhoods and communities burdened by adverse maternal and child health outcomes will be prioritized; however, all first-time expectant parents are eligible.

Duties Will Include But Not Be Limited To

Oversee data quality assurance, including data checking, cleaning, recoding of variables and create and maintain SAS programs and datasets.

Perform analysis of program and Unit data, run routine reports, collaborate with program staff to develop metrics to measure success and outcomes.

Support and collaborate with the Research and evaluation Unit on program evaluation and preparation of reports and responses to internal and external stakeholders, including Agency, Divisional and Bureau leadership.

Produce tables, graphs, charts, and reports as requested for monitoring of program implementation quality and for use in presentations and reports.

Document all processes and procedures utilized in creating and maintaining database(s).

Collaborate with technology platform model developers, as needed, to support the development of the Program database and refinement maintenance of the Coordinated Intake and Referral System databases to ensure they are accessible and usable in support of program operations.

Train other staff, as needed, in data entry and data support procedures.

Maintain up-to-date understanding of relevant data security and compliance protocols.

Collaborate with relevant Bureau and Program staff to identify conference and journal submission opportunities.

Attend project-specific meetings.

Perform other related duties associated to the work described.

Strong writing skills with experience in writing publications, presenting and prepare public facing documents

Data Analyst, Bureau of Tuberculosis Control
Hiring Rate: $72,192.00 (Flat Rate)

The mission of the Bureau of Tuberculosis Control is to prevent the spread of tuberculosis and eliminate it as a public health problem in New York City.

Reporting to the Director of Disease Investigation and Case Management (DICM), the Data Analyst will perform data analysis on case management activities captured in the TB registry to generate reports, identify and track trends, and conduct routine quality assurance reviews.

Duties Will Include But Not Be Limited To

Perform medium to high-level data analysis on case data entered in the Electronic Disease Surveillance System (TB registry).

Prepare routine and episodic reports, including monthly case management activity statistics, Monthly DOT statistics, quarterly reports for NY State, and CDC reports.

Perform quality assurance on CM data and identify trends.

Perform DICM evaluation activities and assist with DICM research efforts.

Maintain and manage DICM data files, spreadsheets, and databases.

Preferred Skills

Excellent data management skills; experience cleaning, manipulating, and analyzing large datasets using SAS, SQL, and R.

Strong oral and written communication skills; comfortable preparing and delivering presentations to medium to large groups.

Minimum Qualifications

For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.

To be appointed to Assignment Level II and above, candidates must have:

A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
Education and/or experience which is equivalent to "1" or "2" above. The New York City Health Department works every day to protect and promote the health of more than 8.5 million diverse New Yorkers. This includes centering health equity and racial justice in all the work the Agency does. To support this mission, the Bureau of Epidemiology Services (BES) conducts systematic data collection and monitoring, rigorous analysis, and effective data communication. BES seeks to provide accurate and timely public health data to inform decision-making, to optimize data use, and to ensure accurate analysis of health data. The Survey and Data Analysis Unit (SDAU) in BES is responsible for developing, collecting, and facilitating the use of population-based surveillance survey data and other data sources; and providing support to DOHMH in study design, questionnaire development, and survey weighting. The Data Branch of SDAU is responsible for preparing topline reports, summary tables, analytic dataset, documentation materials and other data needs in SDAU. The Data Branch is also responsible for providing rapid response to data requests from other Bureaus, the Commissioner of Health, and external users to help shape programs and policies around the city.

Duties Will Include But Not Be Limited To

The Data Analyst will work under the supervision of a Data Manager in SDAU and will be part of a team of data analysts that process and analyze survey data, advises on agency-wide data use agreements and evaluation of data use proposals for survey data, and responds to data requests. The team also supports the data needs of the NYC Health Panel.

Duties

Duties will be split between supporting the data needs of the NYC Health Panel, including modernizing data systems for the NYC Health Panel, and assisting with the preparation of survey datasets managed by the team such as NYC KIDS, Community Health Survey (CHS) and Youth Risk Behavior Survey (YRBS) and include:

Maintain the NYC Health Panel participant SQL database, create distribution lists for contacting sampled participants, and conduct analyses for quality control of processes related to the participant database.
Train staff to use the NYC Health Panel registration database in SQL and the linked MS Access interface, including assisting to set up their access to the database and troubleshoot.
Help smooth the transition from an MS Access interface to Voxco platform and train staff to use the new system.
Contribute to methodological research and analyses related to the NYC Health Panel.
Support the creation of analytic and public use datasets from the NYC Health Panel and other surveys conducted by SDAU, such as the CHS and YRBS.
Support the creation of topline reports, highlights, codebooks and other documentations from NYC Health Panel surveys and other surveys conducted by the SDAU, such as the CHS and YRBS.
Provide high quality and timely ad hoc data requests of all datasets housed in SDAU.
Contribute to DOHMH efforts to promote health equity and racial justice.
Support other Bureau projects as needed and be an active participate in the ongoing work of the Bureau.

Preferred Skills

Skills in SQL database design and maintenance, as well as Microsoft Access for front-end interaction with the database.
Fluency in statistical packages such as SAS and SUDAAN
Experience with applied data analysis and data management.
Familiarity with survey implementation processes.
Experience developing protocols for data-related processes.
