The successful candidate will ensure pricing strategies align with technical solutions and business goals to enhance the companys competitive position.Primary Roles & Responsibilities:<ul><li>Pricing Development:<ul><li>Analyze RFPs, RFQs, and other solicitation documents to understand pricing requirements and compliance mandates.</li><li>Develop detailed cost models and pricing strategies, ensuring alignment with technical proposals.</li><li>Collaborate with technical, program management, and subcontractor teams to gather necessary inputs for pricing.</li></ul></li><li>Cost Analysis and Compliance:<ul><li>Perform cost and price analyses to ensure proposals are competitive and compliant with Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and other applicable guidelines.</li><li>Prepare and validate cost data, including direct labor, indirect rates, material costs, subcontractor costs, and other direct expenses.</li><li>Conduct "what-if" analyses to model potential cost scenarios and identify risks.</li></ul></li><li>Proposal Support:<ul><li>Coordinate with proposal managers to ensure integration of pricing with technical and management volumes.</li><li>Develop supporting documentation, including Basis of Estimates (BOEs), cost narratives, and price-to-win analyses.</li><li>Respond to customer and auditor requests for additional information or clarification regarding pricing submissions.</li></ul></li><li>Process Improvement:<ul><li>Identify and implement best practices and tools to improve pricing strategies and processes.</li><li>Maintain and update pricing templates and databases to ensure accuracy and efficiency.</li></ul></li></ul>Required Skills and Experience:<ul><li><ul><li>Bachelors degree in Finance, Business Administration, Accounting, or a related field (Masters degree preferred).</li><li>Minimum 3-5 years of experience in federal proposal pricing or cost analysis, preferably in the government contracting industry.</li><li>Proficiency in Microsoft Excel, including advanced functions such as pivot tables, macros, and financial modeling.</li><li>Understanding of federal contracting regulations, including FAR and DFARS.</li><li>Strong analytical and problem-solving skills with a high level of attention to detail.</li><li>Excellent written and verbal communication skills, including the ability to create clear and compelling cost narratives.</li><li>Proven ability to manage multiple tasks and deadlines in a fast-paced environment.</li><li>Collaborative mindset with the ability to work effectively across teams and departments.</li><li>Comfortable with a fast-paced agency environment and a variety of client service tasks.</li></ul></li></ul>Other:<ul><li>Location: </li><li>Citizenship/Security: Must be a US Citizen or have a Green Card. <h3>Job Description</h3><div>Job Description<div>The Pricing Analyst, reporting to the VP of Business Development, will collaborate with proposal teams—including foreign partners—to prepare competitive bids for Federal Government contracts. The majority of these bids (80%) will be for the Department of State, followed by the Department of Defense (18%) and USAID (2%).<ul><li>Pricing Analyst carefully evaluates and researches all items and determines the selling price based on market value, condition, desirability and exclusivity</li><li>Review U.S. Government requests for proposal (RFP) and invitations for bid (IFB) to determine specific cost requirements, and ensure proposals comply with all RFP requirements</li><li>Analyzing proposals including reviewing proposals for accuracy, compliance, and reasonableness</li><li>Develop formats for cost proposal data to comply with client requirements</li><li>Secure current and relevant indirect rates and apply to direct cost in pricing models</li><li>Responsible for formulating pricing solutions and models for client RFP</li><li>Interpret the RFP pricing requirements, refining pricing models to align with specific RFP instructions, and developing the bid for submission</li><li>Work with outside vendors, subcontractors, suppliers, etc., to obtain pricing for various cost components included in final cost proposal</li><li>Coordinate with proposal team and subject matter experts (SMEs) in forming basis of estimates that support the pricing models</li><li>Prepare pricing data, and make recommendations on methods, procedures, and techniques for pricing proposals</li><li>Participate in strategy meetings and provide input on cost related matters as required, including cost strategy for initial proposal and subsequent revisions</li><li>Examine and analyze cost data relevant to labor, materials, supplies, equipment, and other expenditures</li><li>Participate in the development of detailed cost rationale and retain backup information to support bid</li><li>Analyze contracts for relevant cost data, trends, historical data, work categories and other related information</li><li>Prepare internal company Bid Fact Sheet financial input to include cash flow and internal rate of return analysis for all proposals</li><li>Perform other duties and assignments as required</li></ul>Requirements<ul><li>Must be a U.S. Citizen</li><li>Bachelor’s Degree preferred; experience in lieu of degree will be considered</li><li>Minimum of 10 years of relevant pricing experience preparing cost budgets and proposals primarily for Department of State is preferred including job functions listed above are required</li><li>Experience using U.S. Government-provided cost templates as well as experience building complex cost models from scratch required must provide references for work produced</li><li>Understanding of U.S. Government regulations related to the development and negotiation of cost proposals (FAR, DFARS, CAS, TINA)</li><li>Demonstrated ability to prepare several bids at once despite shifting deadlines and priorities</li><li>Experience pricing a wide variety of contracts types including FFP, FP-LOE, T&M, FP-LH, CPFF, CPAF, Cost Reimbursable, and other contract types</li><li>Additional experience pricing non-U.S. clients including commercial and other sovereign client preferred</li><li>Proven ability to work effectively under time critical deadlines and stressful situations</li><li>Proficient in Microsoft Office, with advanced MS Excel skills</li><li>90-100% of work will be conducted remotely</li><li>Must have a valid passport</li><li>Must be willing to travel with limited notice (Very Infrequently)</li></ul><ul><li></li></ul>Benefits<ul><ul><li>Health Care Plan (Medical, Dental, Vision)</li><li>Life Insurance (Basic, Voluntary & AD&D)</li><li>Flexible Time Off (Vacation and Sick Leave)</li><li>11 Paid Federal Holidays plus the Friday After Thanksgiving</li><li>Remote Work</li></ul></ul></div></div>
