General Description

This position is responsible to provide leadership, planning, development, design and construction of transportation engineering projects for the Department of Public Services; and oversees engineering staff within the Roads & Pathways Division.
Essential Functions

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may be required and assigned.

Directs the work of and manages assigned staff. Interviews and selects new employees. Provides training and instructions and ongoing training needs. Assigns tasks, reviews work and prepares performance evaluations. Recommends employee transfers, reclassifications, promotions, disciplinary action, and discharge.
Provides leadership and management to all assigned staff. Directs staff on difficult projects.
Analyzes and evaluates existing objectives, goals, standards, priorities, policies and procedures.
Researches, recommends, develops and implements policies, procedures, and standards. Introduces design standard updates, ordinance updates and Engineering Division procedures updates.
Develops work plans and strategies to meet Department needs-both short term and long term; develops and directs the implementation of goals, objectives, policies, procedures and work standards to ensure success.
Plans, coordinates, develops, designs, directs, and reviews capital improvement projects, maintenance projects, and private development projects as it relates to infrastructure.
Performs, analyzes, and provides recommendations to traffic issues and studies. Issues Traffic Control Orders based upon study results. Facilitates Advisory Traffic and Safety Board meetings.
Represents the City at Road Commission for Oakland County (RCOC) Federal Aid Committee (FAC) meetings.
Performs professional engineering and design activities providing oversight to projects; develops and reviews detailed designs, including plans, specifications, contract documents, and cost estimates; provides engineering services during construction; oversees contract administration for capital projects.
Oversees the selection of engineering consultants; coordinates consultant's activities.
Monitors expenditures and approves purchase requests within assigned area of authority.
Coordinates transportation engineering activities with other divisions, city departments, and outside agencies; provides staff assistance to the Director or other managers as needed.
Submits necessary documentation for grant submittal and coordination.
Receives and handles questions and concerns from the public, elected officials, government agencies, and City staff pertaining to traffic safety and construction projects and other division matters.
Manages the street lighting program. Coordinates city traffic signal installations (including agreements), operations, and maintenance.
Provides direction and oversight on City rights-of-way permitting process and annual bridge inspection program.
Other duties as assigned.

Required Minimum Qualifications/Desirable Qualifications

MINIMUM REQUIRED QUALIFICATIONS

Bachelor's Degree in Civil Engineering with five (5) years of transportation related experience.
Michigan Professional Engineer (PE) License, or must be obtained within one (1) year of employment.
Two (2) years supervisory experience.

OTHER REQUIREMENTS

Valid driver's license with acceptable driving record.
Intermediate proficiency with office computers and related business applications.

PREFERRED QUALIFICATIONS

Master's Degree in a transportation related field.
Professional Traffic Operations Engineer Certification.

Note Regarding Starting Wage: Each position at the City of Rochester Hills has an assigned Pay Grade consisting of 6 steps. New employees generally start at Step 1 to allow for growth and wage progression, aligned with the City's annual review process. The City will evaluate the applicant's skills and experience to determine whether a higher Step placement is appropriate.
