Responsibilities Support the definition and refinement of system, subsystem, and lower level functional and performance requirements and interfaces to facilitate the architecture design process. Support the development of measurable and verifiable requirements. Assist the Government in ensuring that Systems Engineering (SE) discipline is applied to the translation of the Stakeholder Requirements Definition and Requirements Analysis processes into alternative design solutions and the selection of a final solution. Perform a detailed Baseline assessment and Gap analysis: Document Baseline Assessment Document Gap Analysis Working with technical and non-technical stakeholders to identify and document requirements, business rules, and define efficient processes. Qualifications 5-10 years of experience performing business analysis. Experience owning all aspects of requirements definition. The ability to identify business problems and work with stakeholders to identify technical solutions, build consensus, and support successful implementation. Experience leading analysis of alternatives (AOA). Experience with business process modeling. Understanding of agile best practices. POSITION RESPONSIBILITIES Note: All official drafts, documents and recommendations, as listed below, must be reviewed, finalized and approved / accepted by appropriate BPA manager or other federal personnel with the authority to do so. Support business stakeholders and facilitate the process of gathering and analyzing information using standard tools and approaches to: Clarify business operations, functions, problems. Document/map the current and future state. Identify solution alternatives, evaluate the alternatives, and define procedures. Participate/assist in facilitating large teams in problem solving and identifying improvement opportunities using industry methodologies (i.e. Kanban, Client Workout or like tools/models). Perform organizational maturity analysis, assess gaps, and draft maturity roadmaps based on BPA management goals and objectives. Data analytics: Identify data needs and partner with system experts to extract information to support analytics needed to enable informed decision-making, and visibility. Compile data from various queries and reports, provide analysis and perform data manipulation as needed to support reporting/information requirements. This may include providing updated information as well as preparing clear, professional-quality draft graphs, charts, presentations and other information materials for review and acceptance by managers and program leads. Analyze data and draft solutions and/or alternative methods of proceeding for review, consideration, and approval by managers and program leads. Summarize and present data in a non-technical fashion for various audiences. Provide analysis and support in the development / draft and recommendation of tools for organizational alignment, strategic content, alignment of capabilities and work, and a roadmap for success. Collaborate with Subject Matter Experts (SMEs), other analysts, specialists and teams to perform root cause analysis and lessons learned, as part of identifying opportunities to apply business or process improvement strategies. Project and document management: Provide project support, including tracking project status and reporting; communicating project progress to sponsors; and, coordinating project recordkeeping. Serve on cross-organizational teams, working with teams to meet established timelines and deliverables. Assist with design and maintenance of MSP Support SharePoint sites including lists, document libraries, calendars and additional content. Provide input to program/project managers on schedules and program/project plans with particular emphasis on analysis-related activities. Perform all analytical tasks related to a project, including requirements definition, validation, management and supporting documentation (i.e. process flows, user stories, use cases) and related testing; assist BPA management with implementation activities that contribute to system, process, and/or business improvements. Support the structure for, facilitate the planning of, and provide assistance with the development / draft, recommendation and implementation of BPA management approved initiatives, studies, analyses, and projects supporting business and process analysis and continuous improvement efforts. Mark documents and maintain filing system(s), files, emails and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP)). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes. Process documentation: Document or assist in documenting business processes and procedures. Document and assist in developing process flows to accompany procedure documentation. Provide support in draft and recommend key project deliverable documents including: requirements, process diagrams, workflow maps, project plans, and change management plans. Provide support in the development /draft approximate documentation to validate repeatability of processes, to facilitate training of new analytical tools and to support business continuity and knowledge transfer. Participate in planning, facilitating and conducting working sessions to analyze and document/map current state processes and value streams, and future state processes and value streams. Draft requirements documentation, review with user representatives, recommend priorities and obtain user signoff. Maintain the requirements documentation created and map it to specific delivery releases and schedules. REQUIREMENTS Education & Corresponding Experience (required on matrix) A degree in Business Administration, Business Management, Accounting, Computer Science, Organizational Development (or a closely related field) is preferred. With an applicable Bachelor's degree, 5 years of experience is required. With an applicable Associates degree, 7 years of experience is required. Without an applicable degree, 9 years of experience is required. Experience should be consistent with the specific requirements of business analysis, progressively more technical in nature, and include work-related experience as a business analyst, systems analyst, project manager, QA analyst or equivalent Required Technical Skills & Experience (required on matrix) Intermediate to expert proficiency in Visio, including the ability to create complex flowcharts. Intermediate proficiency with SharePoint, including the ability to create lists, modify pages and familiarity with workflow. Preferred Skills & Experience (optional on matrix) Sound operational and working knowledge of the laws, regulations, policies, and precedents encompassing the major issues, program goals and objectives, work processes, and administrative operations in a business s environment within the Energy, Government or Manufacturing industry. Demonstrated experience with project and change management approaches, tools and phases of the project lifecycle.
