Job Description: Business Analyst Duration: 3+ Months Location: Boulevard., St Paul, MN 55155 Job Description: treatment court is a specially designed court calendar designed to achieve a reduction in recidivism and substance abuse among defendants with diagnosed substance use and mental health disorders to increase the likelihood of successful habilitation through early, continuous, and intense judicially supervised treatment, mandatory periodic drug testing, community supervision, and use of appropriate sanctions and other rehabilitation services. The goal is to engage individuals in treatment to end the cycle of recidivism and successfully intervene in the addiction. 70 treatment courts are operating in 74 of Minnesota's 87 counties, including Adult Drug, Driving While Intoxicated, Family Dependency, Veterans, Mental Health, and hybrid courts which combine one or more treatment court models. Scope of Effort. The SCAO is seeking someone to conduct a statewide needs assessment to inform a forthcoming statewide strategic planning process for treatment courts. A needs assessment is defined as a systematic review and analysis of treatment court best practices, strengths, and challenges in the State's treatment courts, and data available from treatment courts to produce a holistic report of current needs in programs throughout the state. Key Objective. To produce a thorough needs assessment of treatment courts. Project Deliverables . The contractor will perform all necessary tasks for completing a needs assessment for treatment courts throughout the state. The primary deliverables include: i. A systematic review of national best and emerging practices in treatment courts, including the Adult Treatment Court Best Practice Standards. ii. In collaboration with SCAO, could you identify relevant internal and external stakeholders to participate in informational interviews? iii. Develop and conduct informational interviews with identified stakeholders to gather information about treatment courts' current strengths, resources, and challenges. iv. Develop a written survey distributed to internal and external stakeholders to gather information about treatment courts' current strengths, resources, and challenges. v. Develop all surveys and interview questions by MJB Roadmap priorities. 1. Improving the court experience 2. Workplace wellness for judicial officers and staff 3. Enhancing access to treatment courts, including equitable access vi. In collaboration with SCAO, analyze treatment court performance data and identify strengths and challenges. vii. A report detailing the results of all information-gathering processes, including findings and recommendations. viii. Present findings and recommendations to the strategic planning committee.

Must create documents that contain detailed descriptions of user needs, program functions, and steps required to develop or modify computer programs. Must play an active role in acceptance testing, document results, reports issues and retests, as necessary. Must adhere to project standards.</li> <li> Business Analyst must have a minimum of three (3) years of experience in preparing and documenting Functional and Technical Specifications for reporting and data warehouse work. Must assist with business warehouse/intelligence support and enhancements. Must assist in deployment and management of end-user reporting tools and platforms. Must work with IT and business project teams to understand reporting and data warehousing requirements and propose solutions. Must provide reporting knowledge transfer training to other team members.</li> <li> Business Analyst must have a minimum of three (3) years of experience with relational database concepts, and client-server concepts. Works under general supervision; typically reports to a project leader or manager.</li> <li> Business Analyst should have excellent communications skills (both verbal and written) to communicate with various stakeholders including, but not limited to, project managers, business analysts, database administrators and application analysts as well as business policy staff and workers.</li> </ul>

Position: Business Analyst Duration: 6-12 months Location: Hybrid - Phoenix, AZ Work hours: 40 hours /week Project: To help drive requirements on a high-visibility marquee project and will interact with our growing team of 35 PMs and Client, as well as various departments within the organization. Essential functions: <ul> <li> Prepare requirements and specifications facilitating improved wireless telecom connectivity in City facilities for increased productivity and accountability.</li> <li> Confer with end-user department personnel to ascertain specific wireless infrastructure requirements.</li> <li> Develop functional specifications associated with system enhancements for wireless systems.</li> <li> Work with project stakeholders to elicit and document project requirements, including intended outcomes, features, and functionality.</li> <li> Define and document requirements to ensure delivery of intended project benefits.</li> <li> Ensure clarity of requirements to prevent scope creep, gold plating, or non-value-added activities.</li> <li> Document project requirements according to industry best practices and PMO processes.</li> <li> Document functional workflow diagrams to capture business goals and high-level scope.</li> <li> Demonstrate superior customer service, integrity, and commitment to innovation, efficiency, and fiscally responsible activity.</li> </ul> Qualifications: <ul> <li> Prior experience with wireless communications capabilities (Wi-Fi, LTE, 5G, etc.)</li> <li> Ability to develop technical requirements for physical sites.</li> <li> Be results-oriented with a proven track record of translating physical business infrastructure needs into tangible requirements.</li> <li> Ability to walk City sites, including construction sites and/or rugged or rural terrain to gather physical site needs.</li> <li> Ability to develop requirements based on professional standards (i.e., PMI or similar).</li> <li> Professional and current certification in PMI (PMP, Agile, and/or similar certification).</li> <li> Four-year degree or equivalent education in Engineering, Information Technology, or related field, with minimum five years' experience as a technical business analyst working on IT infrastructure projects (wireless network and/or telecom projects a plus).</li> <li> Ability to coordinate with cross-functional teams to ensure project alignment with business objectives and industry best practices (network security, coverage, bandwidth, etc.).</li> <li> Ideal candidate has a blend of technical expertise, leadership, and business analysis skills.</li> </ul>
